What it says
When APTA replaced its separate ethics documents for physical therapists and assistants with a single Code of Ethics in 2025, state boards faced a problem: many rules cite the old documents by name, and parts of the new code are aspirational and cannot be enforced by a regulator.
FSBPT's model language gives boards enforceable standards of ethical conduct they can adopt in rule, drawn from the principles of the APTA code. It notes that boards handle ethics in one of three ways: referencing the current APTA code, citing a specific older version, or adopting their own standards.
